Checks with several sources from both parties in the state Senate showed that there will be opposition to the prevailing wage reform insisted on by House Republican leaders.
But in the end, it would take a nearly complete turn against the bill by the Senate Democrat caucus and defections from at least three Republicans from SEPTA country in the Philadelphia suburbs for the bill to go down.
They haven t caucused on the bill yet, but as of Wednesday morning it s just hard to see all that happening in the chanber that so enthusiastically supported a slightly bigger plan in June.
There will be people who are upset with the prevailing wage change, said Senate Appropriations Committee Chairman Jake Corman, a Republican from Centre County.
But he believes a lot of his colleagues will come to see the change in the threshold triggering the prevailing wage s minimum salary requirements for workers on future transportation projects as relatively minor.
And when that s the equation, it becomes a question of what s the greater good for the Commonwealth, Corman said Wednesday morning.
Many senators will also take comfort in the fact that some of the unions that represent workers most likely to be hired for the public works projects coming out of this bill have acquiesced to the prevailing wage change.
So, if all goes to form, we expect to see Senate passage of the highway / bridge / mass transit bill sometime this afternoon, with maybe a very few tweaks to the House-passed plan.
Then a final House ratification on Thursday, and the oddity of fiscally-conservative Gov. Tom Corbett celebrating the signing of one of the state s biggest non-budget spending bills ever before the week is out.
